فَإِنَّ كَمَالَ عِلْمِهِ وَقُدْرَتِهِ وَحِكْمَتِهِ تَأْبَى أَنْ يُقِرَّ مَنْ تَقَوَّلَ عَلَيْهِ وَافْتَرَى عَلَيْهِ وَأَضَلَّ عِبَادَهُ وَاسْتَبَاحَ دِمَاءَ مَنْ كَذَّبَهُ وَحَرِيمَهُمْ وَأَمْوَالَهُمْ،
For His perfect knowledge, power, and wisdom refuse that He would approve of someone who fabricated against Him, misled His servants, justified the bloodshed of those who denied him, their sanctities, and their wealth.
تَأْبَى — refuse. This is a present-tense verb 'it refuses', feminine-singular to agree with the feminine subject 'perfection'. Even though three attributes were listed, the verb agrees with the single head 'perfection', not the plural-feeling list. It governs the 'that' clause that follows.

تَأْبَى — refuses. This is a present-tense verb whose subject 'it' is built into the verb form itself rather than stated separately, which is why no extra word for the doer appears. It also sets up what follows: a verb of refusing that expects a 'to do' clause to complete its meaning.
