Then it will be said: 'O people, come to your Lord, and stop them, for they will be questioned,'
مَسْؤُولُونَ — will be questioned. This is the predicate of 'indeed they...' — 'to be questioned', a passive participle ('those who will be asked'), built as a sound masculine plural. Nominative (inna bends the subject, not the predicate). So they are held because they face questioning.
