The poor among the emigrants came to the Messenger of Allah, peace be upon him, and said: 'The wealthy have taken the highest ranks and everlasting blessings.'
بِالدَّرَجَاتِ — with the ranks. This is 'with' plus 'the ranks' — and the 'bi-' here completes the 'go off WITH' idiom: what the wealthy carried away. So it marks the thing taken, and it governs the noun in the genitive. The noun is a sound feminine plural, 'degrees / ranks'.
