الْقَارِئَ — reciter. This noun, the reciter, stands in apposition to the previous word, renaming the same person, and copies its accusative ending. Apposition lets Arabic stack two descriptions of one subject simply by matching their case.

قَارِئٌ — a reciter. This is an active participle, 'a reciter', naming the man by the doing of the act, and it serves as the predicate of the verbless 'he is a reciter'. With no linking 'is', placing it after the pronoun is enough to state the label he chased.
