فمن تذكّرها تيممَ وصلّى
Whoever remembers it should perform a dry ablution and pray.
تَذَكَّرَهَا — remembers it. A Form V verb, 'recalled it,' with '-ha' for the prayer — the case-verb of 'whoever.' After the conditional word the past reads as a general 'whoever recalls.' Two results follow, joined by 'and'.

Thus, when a person remembers his origin and end, his vanity and arrogance disappear,
تَذَكَّرَ — he remembers. A past-tense verb carrying its own 'he' subject, sitting in the condition launched by 'when'; the past shape here reads as a general 'remembers'. It belongs to the reflexive pattern, recalling for oneself.
