وَلَا يَزَالُ الرَّجُلُ يَكْذِبُ وَيَتَحَرَّى الْكَذِبَ حَتَّى يُكْتَبَ عِنْدَ اللَّهِ كَذَّابًا
And a man continues to lie and to seek falsehood until he is recorded with God as a liar.
وَيَتَحَرَّى — and he seeks out. The 'and' is a prefix coordinating a second present-tense verb 'seeks out' onto the first, both under the 'continues' frame. Its reflexive-intensive shape conveys deliberate pursuit, here of falsehood.
