وَالسُّكُوتِ — and the silence. This opens with wa- 'and', then al- 'the' on a noun for 'silence/keeping quiet', coordinating it with the 'producing of oddities' phrase before. So the man's habit is twofold: making strange faces and falling silent. The al- makes the silence definite, and the wa- ties this second affected behaviour to the first under the same 'habit'.
