It is all the same: among people are those who enter Paradise and do not enter the Fire.
فَمِنَ — so among. The 'fa-' draws a 'so/then' consequence from the verdict just given, and 'min' opens a 'some of the whole' idea about people. Together they introduce one subgroup being singled out, with 'min' forcing the following noun into the genitive.

Among people are those whose strength resists their disease; it overcomes the illness, and power belongs to strength.
فَمِنَ — so from. The 'fa-' carries a 'so/then' link from the prior point, and 'min' sets up 'some of the people'. Together they single out one type of person, with 'min' putting the following noun in the genitive.
