وَقَالَ ﴿وَإِنْ تَصْبِرُوا وَتَتَّقُوا فَإِنَّ ذَلِكَ مِنْ عَزْمِ الْأُمُورِ﴾
And He said: "And if you are patient and are mindful of God, then indeed that is among the matters of firm resolve."
الْأُمُورِ — the matters. A definite plural noun 'the matters' completing the 'resolve of …' pair as its owner, in the genitive as the second member of the chain and lending definiteness back to 'resolve'.

and they do not heed the commands and prohibitions of God Most High;
أوامر — commands. A plural noun standing in the 'of'-style ending because the preposition governs it. It also opens an 'of' chain with the divine name that follows, 'commands of God', so it is at once the complement of the preposition and the possessed head of the chain. It names what is being commanded.
