Indeed, Allah, the Exalted, has angels who wander the roads seeking the people of remembrance.
يَطُوفُونَ — who wander. A present verb 'roam / circulate', sound masculine plural ('-una' = 'they'), describing the angels — 'who range [the roads]'. Because 'angels' is indefinite, the clause attaches directly with the 'who' merely understood.
