كُلَّمَا — the more. A correlation word meaning 'the more... the more', setting up a sliding scale where one thing rises with another. It needs two clauses to complete it, and Arabic links them by simple parallel structure rather than English's paired 'the... the'.

وَكُلَّمَا — but the more. The connector 'and' joined to the 'the more... the more' correlation word, opening the contrasting case. It sets up another sliding scale, this time with a bad outcome, balanced against the good one just before.
