والعاقل من يعمل ليوم المعاد، فيستعد له بالأعمال الصالحة، ليلقى ربه وهو عنه راض
And the wise is the one who works for the Day of Return, preparing for it with righteous deeds, so he meets his Lord and He is pleased with him.
يَعْمَلُ — he works. A present-tense verb meaning 'works', with 'he' built in, heading the clause that defines 'the one who'. The doer is encoded in the verb; what he works for follows.

And their saying: 'What you sow, you reap' is mentioned in His saying: 'Whoever does evil will be recompensed for it.'
يَعْمَلْ — does. Present-tense 'he does', clipped into the jussive mood because the conditional 'whoever' governs it. The shortened ending marks this as the condition half of the statement rather than a plain present. The mood is the signal that a condition is in play.
