القُدْرَةِ — ability. This noun 'the ability/power' is the front of an 'of' pair, 'the ability of returning', genitive after the comparative 'than'. It owns the noun after it and drops its own 'the', taking definiteness from the owner that follows.

وَقُدْرَتِهِ — His power. The conjunction adds another owned quality, his power, also in the genitive and also carrying the attached possessor. Arabic lets one head noun, perfection, govern a series of genitive owners joined by 'and', so all three qualities hang off the same construction.
