This applies to words and actions,
وَالأَفْعَالِ — and actions. Joined by 'and' to 'words', parallel in the genitive — together 'in sayings and doings' covers all conduct. The matched pair is a common Arabic way of saying 'everything one says or does'.

From the understanding of the objectives, an action is weighed by its outcome: does it prevent a greater harm or bring a significant benefit?
الفِعْلُ — the action. 'the act / deed,' the subject of the passive 'be weighed' (the -u) — what undergoes the weighing. Held back after its verb; the act is judged not in itself but by its outcome.

The fourth is that He specified the action with a time, which is His saying, 'The Day when secrets will be put to trial.'
الفِعْلَ — the action. This noun 'the action/deed' is the direct object of 'specified', carrying the object ending, made definite by 'the'. It names what was bound to a time; the object ending marks its role.

Ubayy ibn Ka'b said that this is the action of the tyrants.
فِعْلُ — action. This is the front half of 'deed of the tyrants', a possessive pairing with no word for 'of', and it works as the predicate identifying what 'this' is. It draws its definiteness from the owner that follows.
