إن كان مما يدرك بالاجتهاد كالمعاني والأحكام الجلية والخفية والعموم والخصوص والإعراب وغير ذلك
If it is something reachable through juristic effort, like clear and hidden meanings, general and specific rulings, grammar, and the like.
يُدْرَكُ — is derived. A passive 'is reached / grasped,' doer unsaid, the matter's attainability in focus. Inside vowels mark the passive; the means comes next.

And if it is not reachable through juristic effort, like matters of transmission and linguistic interpretation, then speaking on it is not allowed except with authentic transmission from trusted authorities.
يُدْرَكُ — derived. The passive 'is grasped,' now under 'not.' The point is the matter cannot be reached by effort, only by transmission.

Part of its etiquette is that a person maintains intellectual humility: seeing the evidence, recognizing the limits of his understanding, and remembering that the objectives are broader than a single issue.
وَيُدْرِكَ — and to recognize. 'and grasps / realizes,' joined by 'and,' a second mark of the humble person. Its object, 'the limits,' follows; he recognizes how far his own understanding actually reaches.
