ثُمَّ يُقَالُ اِرْفَعْ مُحَمَّدُ، قُلْ يُسْمَعُ، وَسَلْ تُعْطَى، وَاشْفَعْ تُشَفَّعُ،
Then it will be said: Raise Muhammad. Say: He is heard. And ask, and you will be given. And intercede, and intercession will be granted.
تُعْطَى — you will be given. A passive verb aimed at the listener: 'you' will be given, the giver unnamed. It answers the preceding command as its guaranteed result, asking met by being given, in the command-then-promise pattern that runs through this passage.

The praise of him was so excellent, something not granted to anyone before me. Then it is said, O Muhammad, raise your head, ask and you will be given, and intercede and your intercession will be accepted.
تُعْطَى — you will be given. A passive present verb forming the result of the foregoing command: the passive vowels mark 'you' as the one who receives the giving, so 'you will be given'; the result-form follows the imperative. No doer is named.
