فالعاقل من يتفكر في أول أمره وآخره، فيستحي من الله تعالى أن يعصيه،
The wise one is he who reflects on his beginning and his end, and feels shy before Allah to disobey Him,
أَوَّلِ — beginning. This noun opens a possessive pair, 'the first of his affair', linked straight to the owning noun with no word for 'of'. Governed by the preceding 'on', it sits in that form.

الْأَوَّلُونَ — the first ones. A definite plural noun, 'the earlier ones', the subject of 'returned', carrying the attached 'the' and the plural ending. It names one party in the 'neither first nor last ever felt the like' claim.
