وَهَؤُلَاء أَصْحَاب رَسُول الله مَعَ أَمِير الْمُؤمنِينَ عَليّ بن أبي طَالب بِأَمْر النَّبِي
And these are the companions of the Messenger of Allah, with the Commander of the Faithful, Ali ibn Abi Talib, by the command of the Prophet.
بِأَمْرِ — by the command of. The 'with/by' prefix is fused onto a noun heading a possessive pairing, and the preposition puts the phrase in the genitive. The noun is the front of 'the command of the Prophet', staying bare of 'the' and reaching to the owner next.
