Beautified for people is the love of desires: from women and children, and heaped-up treasures of gold and silver, and branded horses, and cattle and tilled land; but desires have a deceptive strategy,
وَالْأَنْعَامِ — and the cattle. The 'and' continues the chain of coveted things and holds this noun in the same genitive case as the earlier items, since coordination passes the case along. It names livestock as one more category in the list of worldly attractions.

And the cattle, which impress both the owner and the onlookers,
وَالْأَنْعَامُ — And the cattle. The 'and' resumes the catalogue with the cattle, and the 'the' marks them as the known kind. Here the noun is the topic the rest of the sentence describes, so it is set up as what the following clause about admiration is about.
