وَهَذَا يتَعَلَّق بِهِ أُمُور جليلة قد بسطناها وشرحناها فِي غير هَذَا الْموضع

يَتَعَلَّقُ — there are matters concerning. A present-tense verb with a built-in 'it' subject, in a reflexive pattern carrying the sense of 'being connected to'. It opens the comment on 'this', and its true grammatical subject, the weighty matters, is named later in the sentence.
