إِذا لم يكن فِيهِ تَشْبِيه الْخَالِق بالمخلوق أَو الْمَخْلُوق بالخالق
If there is no likening of the Creator to the creation or the creation to the Creator.
بِالْمَخْلُوقِ — to the creation. 'to the created' — here 'bi' marks what something is likened TO, governing the genitive. The verb of comparison uses 'bi' for the yardstick: Creator compared by-the-creature.

الْمَخْلُوقِ — the creation. Genitive again, now the one BEING likened in the reversed case — 'the creation likened to the Creator'. The passive participle 'that which is created'.

There is neither devotion to the Creator nor benevolence to the creation.
لِلْمَخْلُوقِ — to the creation. This noun has the preposition 'for/to' fused to its front and carries 'the', so 'for the created being'. The preposition marks toward whom the kindness would be owed; the word is a passive participle naming the one created.

And in that are included all the angels, jinn, humans, the Throne, the Chair, and every creature.
مَخْلُوقٍ — creature. 'Creature/created thing' as the owning noun after 'every', indefinite and in the owner form, giving 'every creature'. The owner form supplies the link by which 'every' attaches to its noun.

And what is from Allah is not created.
بِمَخْلُوقٍ — created. A 'with/by' prefix on a passive participle 'created', the prefix being the form the negating verb prefers for what it denies. The participle names something that has had the action of creating done to it; under negation, 'is not a created thing'.

Know, my brother, that if a servant clings to the rope of the created ruler, he is safe from the evil of the oppressors.
المَخْلُوقِ — the created. This adjective describes the ruler and copies his definiteness and his (genitive) ending, which is how Arabic shows the two words belong together. It pins down that the ruler in question is a created, mortal one.
