غَيَّارٌ — deceptive. A describing word on the intensive pattern, meaning 'much-deceiving / habitually misleading', which qualifies the strategy and matches it in being indefinite. The doubled internal shape adds force, turning a plain 'deceptive' into 'thoroughly given to deceiving'.
