وَلَمْ يَكُنْ مِنْ طَاعَةِ اللَّهِ وَطَاعَةِ رَسُولِهِ صَلَّى اللَّهُ عَلَيْهِ وَسُلَّمَ بُدٌّ،
And there was no avoiding obedience to God and obedience to His Messenger, may God bless him and grant him peace.
وَسُلَّمَ — and grant him peace. Here 'wa-' (and) joins the second verb of the honorific, 'grant peace', completing 'bless him and grant him peace'. The 'and' coordinates the two halves of the fixed formula. The whole is a single devotional unit.
