نِصْفَيْنِ — in halves. 'in two halves' — the DUAL (the -ayn accusative), an adverbial state: shared out as two halves.

نِصْفِ — half of. This is the front half of 'half of a verse', a possessive pairing, in the genitive after 'in'. It draws its sense from the owner that follows.
