فَقُلْنَ لِهَا كَلِّمِي رَسُولَ اللَّهِ صَلَّى اللَّهُ عَلَيْهِ وَسَلَّمَ يُكَلِّمُ النَّاسَ،
So they said to her, "Speak to the Messenger of Allah, may Allah bless him and grant him peace; he addresses the people."
يُكَلِّمُ — he addresses. A present-tense verb of the dialogue pattern with its 'he' subject built in, describing a habitual practice rather than a one-time act; the present shape signals 'he regularly addresses'. It heads into its object, the people, telling what the Prophet customarily did.
