جُهَّالِ — ignorant. A broken-plural noun 'ignorant ones' heading an 'of' pairing with 'the elders' next - 'the ignorant ones of the elders', i.e. the ignorant among them. The two nouns side by side give the possessive with no 'of'. It sits in the genitive ('of') form because the preceding 'on/from' governs the whole phrase.
