فمن كان أهلا للتفسير جامعا للأدوات حتى التي يعرف بها معناه وغلب على ظنه المراد فسره
So whoever is qualified for interpretation, possessing the tools to know its meanings, and his opinion is predominantly correct, he interprets it.
فَسَّرَهُ — he interprets it. The 'fa-' delivers the result: 'then he interprets it.' The doubled-middle shape means to expound fully; '-hu' is the object, the Book. It closes the restated 'whoever is qualified... interprets' frame.
