وأقسم على كون القرآن حقًا وصدقًا فقال ﴿إِنَّهُ لَقَوْلٌ فَصْلٌ وَمَا هُوَ بِالْهَزْلِ﴾
And He swore that the Quran is true and real, saying, 'Indeed, it is a decisive word, and it is not light talk.'
بِالْهَزْلِ — light talk. A preposition 'with' fused to the noun 'the joking/idle talk', forming the predicate of the negation: it is not in the category of jest. The 'with' is an emphatic predicate-marker after a negative, stressing 'by no means jest'.

بِالْهَزْلِ — a jest. This fuses an extra 'with' marker onto 'the jest', the predicate of 'it is not...'. After the negator ma, Arabic often adds this redundant 'with' onto the predicate noun as a stylistic reinforcement of the denial, giving 'it is in no way a jest'. The word is genitive from that added preposition.
