Innermost matters is the plural of innermost matter; it refers to God's innermost matters that lie between Him and His servant, in both outward and inward aspects. Faith is among the innermost matters, and His laws are among the innermost matters.
وَشَرَائِعُهُ — and His laws. The wa- starts a parallel statement matching the previous one in shape, and the plural noun it carries has an attached '-His' tying these laws to God. Set as the new topic, the word both coordinates with the earlier clause and possesses its object, so the connector builds a balanced second claim.
