فَلْيَكُنْ الْمَرْءُ مَعَ أَهْلِ طَاعَةِ اللَّهِ
Then let a person be among the people who obey Allah.
فَلْيَكُنْ — then let him be. This stacks a connector 'so', a tiny command-marker, and a verb 'be' that has been trimmed into the command mood. The command-marker plus the clipped ending is how Arabic forms a third-person order, 'let him be', a slot English fills with the helper 'let'.

فليكنْ — so let it be. An exhortation form: the 'fa-li-' on the front turns a plain verb into 'so let it be', a soft command aimed not at the listener but at a third thing. It is how Arabic says 'let X be the case', putting the wish onto knowledge rather than ordering the listener directly.
