That is, He is able to return him to Himself on the Day of Resurrection, just as He is able to create him from a fluid of this nature.
شَأْنُهُ — its nature. The noun 'its nature/affair' with an attached 'its' ending referring back to the fluid. It is the predicate of the little 'this is its nature' clause, taking the nominative subject-complement ending.
