ثم ذكر الأمر المستدل عليه والمعاد بقوله ﴿إِنَّهُ عَلَى رَجْعِهِ لَقَادِرٌ﴾
Then He mentioned the matter being evidenced and the return, with His saying, 'Indeed, He is able to bring him back.'
لَقَادِرٌ — is able. An emphatic 'surely/indeed' prefix fused to an active participle 'able'. The prefix adds force to the predicate that answers the earlier 'indeed', and the participle works as a doer-noun, 'one who is capable'.

That is, He is able to return him to Himself on the Day of Resurrection, just as He is able to create him from a fluid of this nature.
قَادِرٌ — able. An active participle 'able/capable', working as the predicate that the preceding 'He' belongs to. As a doer-noun it takes the nominative ending of a subject's complement.
