فَعَطَّلَهَا — so he neglected it. The 'fa-' draws the consequence, and the verb is a Form II 'render idle, suspend', the doubling pattern stressing a thorough disabling. '-ha' is the object 'it' (the servanthood): so he left it wholly unfulfilled.
