وأبعدهم مِنْهُ من جهل عبوديته فِي هَذِه الْمَرَاتِب فعطلها علما وَعَملا
And the furthest from Him are those who are ignorant of their servitude in these ranks and neglect it in knowledge and action.
فَعَطَّلَهَا — so he neglected it. The 'fa-' draws the consequence, and the verb is a Form II 'render idle, suspend', the doubling pattern stressing a thorough disabling. '-ha' is the object 'it' (the servanthood): so he left it wholly unfulfilled.
