قُلْتُ لَهُ وَلَا يَنْتَقِضُ هَذَا بِالْمُلُوكِ الظَّلَمَةِ الَّذِينَ مَكَّنَهُمُ اللَّهُ فِي الْأَرْضِ وَقْتًا مَا
I said to him, 'This is not refuted by the oppressive kings whom God empowered on the earth for a period of time.'
الظَّلَمَةِ — the oppressive. This noun carries 'the' and is plural, 'the oppressive ones', describing the kings before it. As a following adjective it agrees with that noun in definiteness and plurality, so the two read together as 'the oppressive kings'.
