Then Allah informed that on the Day of Judgment, a human cannot protect himself from Allah's punishment, neither through his own strength nor through outside help.
خَارِجٍ — outside help. An indefinite noun in the genitive from the 'from' before it, naming an outside source. Its indefiniteness underlines that no such external help exists for him.

خَارِجٍ — external. This is an active participle used as a noun, 'something external/an outsider', sitting in the genitive after the preposition. It is indefinite, naming the outside source in general terms. The participle form again lets a descriptive verbal idea stand as the object of 'from'.
