مالم يُخرجهُ ذَلِكَ إِلَى إِسْقَاط الْأَمر وَالنَّهْي وَالثَّوَاب وَالْعِقَاب والوعد والوعيد
As long as it does not lead him to dismiss command and prohibition, reward and punishment, promise and warning.
وَالنَّهْيِ — and prohibition. Linked by 'and', this is the partner-opposite of 'command' and stays in the same genitive run under 'annulment of'. Arabic loves these balanced pairs — ordering and forbidding named together to mean the whole moral law.

So they return to nullifying the command and the prohibition.
النَهْيِ — the prohibition. A noun carrying 'the', 'the prohibition', in the after-preposition ending matching its partner 'the command'. The two are a fixed complementary pair. It completes the things being nullified.
