And when you reflect on the Quran and protect it from distortion,
تَدَبَّرْتَ — you reflect. A past-tense reflexive-shape (form V) verb 'pondered deeply' with the '-ta' (you) ending; Arabic uses the past form inside such 'when' clauses for a general truth. The reflexive shape marks turning the meaning over for oneself.

وَتَدَبَّرْ — and consider. The attached connector adds a second order parallel to the first. The rest is a command form to 'you', so it directs the listener to also ponder, joined evenly to the earlier instruction.
