وَالسَّلَامَةُ — and safety. The conjunction opens with the subject, safety, in the nominative and definite by 'al-'. It is the first of two coordinated subjects about which the sentence will make its claim.

السَّلَامَةَ — safety. This is the subject of the 'that' clause but it stands in the object case because the particle before it governs it that way. With 'the' it is definite, 'the safety', and what follows tells where that safety lies.
