And that He did not speak it, but rather he said it from himself.
يَتَكَلَّمْ — speak. A present-tense reflexive verb 'speak', shortened in mood because of the past-negator before it, giving 'did not speak'. The clipped ending marks that mood; here it denies that God spoke it.

يَتَكَلَّمُ — speaking. A present-tense verb carrying its own 'he' subject, describing what the man does: he speaks. The present form gives the ongoing picture.

يَتَكَلَّمُ — speak. This present-tense verb has its 'he' subject inside and reports an ongoing action seen alongside the hearing, 'speaking'. After a verb of perception, this present form describes the heard person caught in the act.
