إِذًا — then. This is a connective particle meaning 'in that case, then', drawing a conclusion from the previous statement. It signals that what follows is the response prompted by the Bedouin having no money. It frames the governor's fallback plan as a logical consequence.

إِذًا — then. A response particle, 'in that case / then', that ties a statement to a condition just raised, drawing a conclusion from it. Its job is to mark what follows as the upshot of the hypothetical, 'if that is so, then...'. So it links her reply logically to what was put to her.
