فقالت ملائكة الرحمة جاء تائبا مقبلا بقلبه إلى الله تعالى،
The Angels of Mercy said, 'He came repenting, turning with his heart to Allah, the Almighty.'
مُقْبِلًا — turning. A second circumstance-accusative describing how he came — 'turning toward / advancing'. Two such accusatives stack to paint his approach: repentant AND turning Godward. It is an active participle, and pairs with the preposition further on.

A speaker said to Abu Bakr, "This is the Messenger of Allah, may Allah bless him and grant him peace, coming toward us, veiled."
مُقْبِلًا — coming toward us. An active participle used adverbially to describe how the Prophet appeared, 'coming toward (us)'; the -an accusative is what flags it as a state-clause attached to the identification. It paints the manner of his approach rather than naming a new thing.
