فقال في خطبته أيها الناس القوي فيكم الضعيف عندي حتى آخذ منه الحق،
So in his speech, he said: 'O people, the strong among you is weak to me until I take the right from him,
الضَّعِيفُ — is weak. The 'the' makes this adjective-noun definite, 'the weak one', and it serves as the comment about the topic, 'the strong... is weak to me'. With no verb 'is', the bare pairing carries the sense of equation.

وَالضَّعِيفُ — and the weak. The wa- joins the mirror-image second statement, and the 'the' after it makes the adjective-noun definite, 'and the weak one'. It is the topic that balances the earlier 'the strong one'.
