وَوَصَفَ رَجُلٌ مِنَ النُّسَّاكِ عِنْدَ عُبَيْدِ اللَّهِ ابْنِ عَائِشَةِ فَقَالُوا هُوَ جِدٌّ كُلُّهُ،
They described a man among the ascetics to Ubayd Allah ibn Aisha, and they said, "He is all seriousness."
وَوَصْفَ — and described. Front wa- is the joiner 'and'; the rest is a past-tense verb with its doer ('he/they') built into the shape. The wa- links this reporting clause to the surrounding narration, opening the account of how the man was described.
