  And their saying: 'Whoever supports a tyrant, Allah will empower him against them' is mentioned in His saying: 'He has decreed that whoever takes him as an ally, He will misguide him.'

  تَوَلَّاهُ — takes him as an ally. This is a past verb 'he took as a friend, allied with' carrying the attached 'him' as object, pointing to the tyrant. The 'he' doer is inside the verb. It is the condition: whoever befriends him. The suffix tracks the tyrant, so following the reference matters.
