ثم أقام سبحانه البرهان القاطع على صدق رسوله
Then He, Exalted, established the decisive proof of the truthfulness of His Messenger.
الْقَاطِعَ — the decisive. This adjective, decisive, follows and describes the proof, matching it in accusative and definiteness. Arabic places the describing word after its noun and copies the noun's case and 'the', so this one inherits the accusative even though it sits a word later.

And that is because Allah, exalted be He, sent him to sever the path of religion.
قَاطِعًا — severing. An active describing word ('as a cutter-off') in the object ending, used to state the circumstance in which Iblis was sent: he was dispatched WHILE acting to sever the way. It pins down the role he plays at the moment of the sending.
