The decisive word is that which distinguishes between truth and falsehood, separating one from the other.
الْفَصْلُ — decisive. An adjective made definite by al- to match its definite noun 'the word', meaning 'the decisive'. Arabic adjectives copy their noun's article, so the doubled 'the' here is normal agreement, binding 'decisive' tightly to 'word'.
