The decisive word is that which distinguishes between truth and falsehood, separating one from the other.
وَالْقَوْلُ — The word. wa- (and) on a noun made definite by al- (the), naming 'the word' as a known, specific thing and serving as the topic the sentence will describe. Its subject ending marks it as what the following statement is about.

And from that is His saying: 'I do not swear by what you see and what you do not see. Indeed, it is the word of a noble Messenger,' to the end of it.
قَوْلُهُ — His saying. The noun 'saying' with a 'his' ending, heading the pairing 'His saying', the suffix marking the saying as God's. The possessor is fused onto the noun rather than written separately.

لَقَوْلُ — the word. An emphasis prefix 'surely' attached to the noun 'word', which heads the pairing 'word of a Messenger'. The prefix intensifies the assertion; the noun leans on the owner that follows to complete its sense.

قَوْلُهُ — his statement. A noun 'his statement' with 'his' fused onto its end, serving as the subject of 'was'. The suffix gives the possessive directly, and the noun takes the subject ending as the thing being described.
