والقول الفصل هو الذي يفصل بين الحق والباطل فيميز هذا من هذا
The decisive word is that which distinguishes between truth and falsehood, separating one from the other.
فَيُمَيِّزُ — and so separating. fa- (so/then) on a present-tense verb with its 'it' subject inside, meaning 'and so it separates'. The fa- draws this as the consequence of the distinguishing just described; present tense again gives an ongoing, defining property.
