Allah said: 'Satan threatens you with poverty and commands you to immorality.'
بِالفَحْشَاءِ — with immorality. The attached particle here forces the following noun into the form a preposition governs, and it ties the commanding to its content: it marks what they are being pushed toward. So the link sets up 'commands you toward immorality'.
From: Adam's Warning →وَيَأْمُرُكُمْ بِالْفَحْشَاءِ وَاللَّهُ يَعِدُكُمْ مَغْفِرَةً مِنْهُ وَفَضْلًا
He urges you to immorality, while Allah promises you forgiveness from Him and bounty.
بِالْفَحْشَاءِ — with the immorality. The preposition bi- 'with/to' fused to the noun 'immorality', made definite by al- ('the'). The verb 'commands' reaches its content through this bi-, so the preposition links 'urges' to what is urged, and the definite noun takes the genitive after bi-.
