من عظم وقار الله فِي قلبه أَن يعصيه، وقّره الله فِي قُلُوب الْخلق أَن يذلّوه
Whoever holds Allah's reverence so great in his heart that it prevents him from disobeying Him, Allah will place such reverence in the hearts of people that they will not humiliate him.
عَظَّمَ — holds in great reverence. Past-tense verb 'magnified, held in great honor', 'he' form.

He said, "Sa'd lied; but this is a day on which God magnifies the Kaaba."
يُعَظِّمُ — magnifies. A present-tense verb 'magnifies / honours' in an intensive shape that adds force to the bare root, so it means 'greatly honours'. It opens the relative clause describing the day, and its doer, God, is named right after.
